During the One Year off, Green Arrow, Speedy, and Connor are retraining themselves to be better fighters on a secluded island. GA has contracted Natas to train him, the man who trained Deathstroke, much to Connor's dismay. Natas initially beats Ollie badly, but over time, Ollie becomes a better fighter than his trainer. Connor is afraid that Ollie is learning more than how to fight, and learning how to fight like the badguys do.

The heroes get word that a wall has gone up in Star City. Ollie decides to run for mayor, but needs money first. He learns from Natas how to take down defense corporations and profitting from their demise. The money is to be secret, and for his own purposes. Natas has nothing more to teach Ollie, and so leaves him forever. But before he goes, he sends a large army against the heroes as a final test.
